Each local association has three groups associated with code enforcement:

  • Grievance Committee– Acts as a Grand Jury in determining if complaints should go to a hearing.
  • Professional Standards Committee– Provides an impartial panel of peers for the hearing.
  • Board of Directors– Ratifies the decisions made by the Professional Standards Hearing Panel and hears any appeals.

The person making a complaint is known as the complainant, and the person against whom the complaint was made is known as the respondent.  Complaints about behavior are ethics complaints; monetary disputes are arbitration requests.  Prior to having an arbitration hearing, the local association must offer mediation to both parties involved in the arbitration.
